I think that this is Nucleic acids because nucleic acids are not soluble in water and is in oils. Plus nucleic acids contain ATP and RNA which makes even more sense in this situation.
Although cholesterol contains a water-soluble portion, however, it still is not water-soluble enough to dissolve in the blood. It must therefore be transported in lipoproteins.
Another thing that is soluble is proteins because they can dissolve in both water and oil because they both have nutrients in them.

This unknown substance must be Lipids. Lipids is a organic compound that contains carbon, hydrogen, and oxygen. It is soluble in oil, but not in water, that would mean that the carbon-to-hydrogen bonds are nonpolar covalent. The most important lipids are: fats, waxes, phospholipids and steroids. Its job is to store energy and control water movement. Lipids do not have polar ends. It is mostly made up of hydrocarbon chains, and these are nonpolar. Lipids are nonpolar and neutral, polar water molecules attract each other, so they push the hydrophobic molecules away. Substances that do dissolve in water are either polar or charged ionic compounds.

& Nucleic Acids.
Lipids are one of the four biomolecules. Lipids contain CARBON, HYDROGEN, and OXYGEN. Lipids are long molecules. Sometimes they are only made up of carbon, hydrogen, and oxygen atoms. This biomolecule makes up butter, fats, oils and waxes. It does not mix with water because it creates a lot of oil.

This unknown substance can be known as the biomolecule oxygen because It is in the air and the stuff a person needs to stay alive.The reason oxygen is solible to oil is because It contains toxins.Toxins can kill you.Water is something you drink, so water can't kill you.
I Think that the substance could be carbohydrates. This is because its contains carbon and the fact that it is soluble in oil but not water. Also, it is a source of energy for humans and an example of it could be Glucose.

Answer: Out of the four types of biomolecules (organic compounds) it probably be Lipids. Lipids are fat molecules that generally does not dissolve in water. It also contains only carbon, hydrogen, and oxygen. Carbohydrates also contain only those substances, however, it can dissolve in water. Proteins and nucleic acids include other substances in them.
The substance may be lipids, proteins, or amino acids. All of these compounds are the most complex and abundant. But not all are soluable in only oil. Lipids may be the substance because since it is fatty it may be soluable in oil.

The compound is a lipid because a lipid is a molecular organic compound composed largely of carbon and hydrogen that are proteins to form the majority of all plant and animal cells. it is soluble to oils and insoluble to water.
Taking a wild guess, I would have to say a seed/mineral because seeds and minerals are only able to function in soil and not on water alone. When they grow into plants they transport carbon, hydrogen, and oxygen in a cycle.
